This is a Hori Fighting Commander PC, a 6-button arcade-style pad for the PC Engine / TurboGrafx-16, a Japan-region controller.
It has been tested and confirmed working — all buttons operated normally in a brief functional check using Street Fighter II. As this was only a short test, a minor issue not caught during testing can't be fully ruled out. The cable sheath and connector plastic show age-related discoloration, and the body shell has minor scuffs. Please see the photos for the actual condition.
